Alvin Lim Yee Hong, chairman of Metrocon Holdings, resigned on Oct 29 after being charged with operating an unlicensed foreign worker dormitory. The Ministry of Manpower (MOM) found that Lim's company, LBD Engineering, operated a dormitory at 58A Sungei Kadut Loop without a valid licence, housing 173 workers from four companies between July 2025 and January 2026.145

Lim faces two charges: one for operating the dormitory without a licence and another for allegedly knowing about the lack of a licence but allowing operations to continue. The first court hearing occurred on Oct 29, with the next scheduled for Dec 17. Lim intends to contest the charges and is seeking legal advice, stating he needs to focus on personal matters arising from the case, which led to his resignation as non-executive and non-independent chairman.6
According to MOM, operating a foreign employee dormitory without a valid licence is a serious offence, carrying a potential fine of up to S$500,000 and imprisonment of up to two years. Metrocon, which was recently listed, stated that it does not expect the charges against Lim to materially impact its operations or financial performance for the financial year ending December 31, 2026. Lim, who is also the general manager of LBD, has expressed interest in re-appointment to the board after the conclusion of the proceedings, pending regulatory approval.2

“The dormitory housed 173 workers from four companies and had about 300 bed spaces, according to MOM's January inspection. Lim intends to contest the charge and wishes to be reconsidered for reappointment after the legal proceedings conclude, subject to regulatory approval.”
