The report, titled The Next Frontier, Violence by Israeli Civilians in Areas A and B, highlights a strategic shift in settler violence, as attacks in Area C have decreased from 67% to 37% of overall incidents. This change suggests a deliberate effort by settlers to expand their presence in Areas A and B, which are critical for Palestinian governance and safety.7
Settler leaders have openly stated their intentions to establish a foothold in these regions, with new outposts being created since 2024. A map shared by the Hilltop Foundation revealed 16 outposts planned between major Palestinian cities, indicating a significant escalation in settlement activities.4
Yesh Din, an organization monitoring settler violence, noted that as violence in Area C has intensified, Palestinians are being pushed into Areas A and B, making these areas increasingly vital for their safety.10
