Despite near-universal mobile coverage in many states, including Bihar with 99.9% coverage, the actual internet usage remains low. For instance, Bihar records only 35.9 rural internet subscribers per 100 population, one of the lowest in the country. Other states like Madhya Pradesh and Uttar Pradesh also show low internet penetration rates at 36.7 and 39.0 respectively.689
The disparity suggests that while mobile networks are widely available, factors such as affordability of smartphones and data services, digital literacy, and income levels significantly impact whether residents utilize internet services. Musk's initiative aims to address these challenges and enhance connectivity in India's least served regions.
As the country moves towards digital inclusion, the success of Starlink could hinge on overcoming these barriers to internet access.
