The report specifies that these groups promote a violent agenda and engage in fundraising activities to support their plans, primarily aimed at India.
The CSIS emphasizes that a
small group associated with Khalistani extremism resides in Canada, using institutional platforms for spreading extremist messaging and gathering financial support for violent acts.
The report states,
“involvement of Canada-based Khalistani extremist (CBKE) in violent activities continues to pose a national security threat to Canada and to Canadian interests.” Notably, the report revisits historical incidents, including the catastrophic
1985 bombing of Air India Flight 182, which claimed the lives of
329 individuals, predominantly Canadians, and remains the deadliest terrorist incident in Canada's history.
Khalistani extremist groups, which advocate for an independent Sikh homeland in India, are characterized as terrorist organizations by the Indian government due to their historical engagement in separatist violence. This identification by Canadian authorities underscores the ongoing repercussions of these extremist activities on both national security and international relations.
