Telangana pitches unified national water security framework at Delhi summit; minister urges one plan per village linked to state asset register

Telangana has called for a unified national water security framework, emphasizing that water security should be treated as a public mission. At the Jal Sanchay Jan Bhagidari summit, Minister N. Uttam Kumar Reddy proposed a comprehensive plan for each village linked to a state asset register.¹²³

Reddy highlighted the importance of integrating water-conservation efforts, stating, “Every water-conservation work should form part of a single water-security plan, carry a unique identity, have a clearly designated responsible agency and deliver a measurable outcome.” He noted that fragmented planning leads to inefficiencies and poor maintenance of water resources.

Telangana has made significant strides in water conservation, with 22,428 of 28,739 water bodies restored. The state was recognized as the best-performing state under the Jal Sanchay Jan Bhagidari initiative in 2025, with 13 districts among India’s top 50 for water conservation.

Reddy also called for the use of artificial intelligence in water management and sought Central support for irrigation projects, emphasizing the need for cooperation in inter-state water issues. He stated, “Every rupee spent, every structure created and every community mobilised must produce a measurable and lasting water benefit.”
