SEBI's Project SUDARSAN, launched in November 2025, has identified over 20,000 instances of fraudulent content on social media, as detailed in the regulator's Annual Report 2025-26. This initiative underscores the increasing reliance on financial influencers, or finfluencers, with 62% of investors making decisions based on their recommendations.16
Chairman Tuhin Kanta Pandey emphasized the necessity of digital monitoring, stating, "This digital vigilance is further necessitated by our latest Investor Survey, which revealed that 62% of investors are influenced by finfluencers – many of whom operate without accountability or verified performance data." The Investor Survey 2025 also found that 93% of respondents viewed financial influencers as moderately to highly credible, with YouTube being the most popular platform for investment information, cited by 91% of participants.34

Project SUDARSAN employs multimodal artificial intelligence to analyze various content forms, including text, images, and videos, assessing contextual intent and processing regional languages. The system assigns risk scores to suspicious content, enabling SEBI to detect fraudulent practices such as guaranteed returns and unregistered investment advice.8
Additionally, SEBI has implemented R(AI)DAR, an AI-enabled system that reviews advertisements to identify misleading content. Pandey noted, "Sebi has responded to this shift by investing in technology and data analytics as core supervisory tools, ensuring that while the market scales, the safety net for the investor scales even faster."5
“The Investor Survey 2025 also found that 93% of respondents consider finfluencers moderately to highly credible, with YouTube the top platform at 91%. SEBI has deployed R(AI)DAR to review ads and uses validated UPI handles to help investors spot legitimate intermediaries.”
